我們相信，寵物的福祉完全取決於他們的主人。只有真正讓獸醫服務得到普及，才可解決寵物主人的困難，才可令每一頭寵物，不論主人是貧是富，從小就可接受最基本的保健及醫療服務；人和動物才可快樂地和諧共處。
在每一個文明社會裏，寵物都扮演著很重要的角色, 這一點，已幾乎毋庸置疑。寵物和人類本是好朋友，寵物改善了我們的生活質素，我們就要給他們健康地生活的最基本權利。我們亦深信，香港人大都是愛護動物的，只是很多時候有心無力而已。在NPV的眼中，弱勢社群並不單是動物，而更加是有困難的寵物主人。

NPV believes that access to affordable veterinary services are essential for the general public, not only towards the pets but also to the owners. Whether rich or poor, pet owners should still be able to have their beloved pets vaccinated, regularly checked and be well taken care of by a caring veterinarian. Sickness will be prevented; basic healthcare is promised and far fewer animals will be abandoned. The relationship between human beings and animals are reciprocal: we love each other, we help each other.
